Summary
In April 2026, Wellcome organised a two-day, high-level meeting on global health reform. The meeting, which took place in Bangkok, Thailand, aimed to build shared understanding and drive momentum on necessary reforms to the global health system and how they can be implemented. Stakeholders across governments, multilaterals and civil society took part in the discussions, which built on five regional dialogues held in 2025. Outcomes of the regional dialogues were summarised in our global synthesis report.
This paper is intended to inform ongoing reform discussions – including the WHO joint process, Accra Reset and others – to turn ambition into action.

Conclusion
The dialogue did not converge on a single blueprint, nor was that the aim. Instead, it surfaced realistic next steps that different actors can integrate into their own processes, while strengthening the shared understanding needed to act collectively.
Ultimately, meaningful reform depends on political leadership and active engagement from senior decision-makers. Governments must steer the process, supported by genuine collaboration between the Global South and Global North, and with countries and communities most affected by health challenges at the centre.
